City Transitions to Electronic Bidding

Starting on November 1, 2022, the City will transition to an electronic bidding system from ION WAVE Technologies, Inc. ION WAVE is used by numerous communities in Iowa, including the Iowa Department of Transportation, City of Bettendorf, City of Davenport, City of Cedar Rapids, City of Council Bluffs, and City of Des Moines. 

The ION WAVE system will provide the City the ability to post bid notices, request for proposals and request for quotes online. Interested bidders will be able to submit bids and any required documentation online. Additionally, information on current, closed and awarded bids are all easily accessed from the City’s ION WAVE homepage:

Bidders will need to register to submit bids/proposals/quotes, and once registered, bidders will receive email notifications for the specific goods and services selected by the bidder. ION WAVE allows bidders to submit questions and receive answers online, with the questions and responses available to view by other registered bidders interested in the project. Additionally, if a bidder has started a bid/proposal/quote for a specific project, but has not completed the required submittal information, the system will send an email reminding the bidder that there are steps remaining to submit their bid. The system also sends out an email reminder to bidders of the due date and time for submittals.

Once the date/time for bids has closed, the City electronically unseals (opens) the submitted bids and the system automatically compiles a bid tabulation that will be available for online viewing.

 “The ION WAVE system will help strengthen the City’s relationship with existing bidders and will also create the ability for the City to receive electronic bids from bidders across the region. The transition to online bidding will result in a more time efficient, transparent, and secure method to complete the bidding and procurement process.” said Administrator Matt Brooke.

Companies that are interested in becoming a registered bidder with the City must fill out registration.
