Purpose
The purpose of Home Rule Charter Review Commission is to review the existing Charter and may, within twelve (12) months, recommend any Charter amendments that it deems fit to the Council.
Membership and Term Length
Membership of the Commission is comprised of nine persons who are residents of the city, appointed by the Advisory Appointments Committee and the Mayor and confirmed by the Council, who shall serve without compensation.
- The Commission shall consist of individuals representing as wide of a variety of community interests as possible.
- The term of office of the members of the Commission shall be one year.
- If any vacancy exists on the Commission caused by resignation, or otherwise, a successor for the remainder of the term shall be appointed in the same manner as the original appointee.
- The Commission shall meet monthly.
- The Commission shall designate a chair and a recording secretary.
- The Commission secretary shall prepare an agenda and minutes for each meeting.
- A record of the proceedings will be kept in the same manner as official minutes of the City Council.
- A simple majority of the Commission shall constitute a quorum for the transaction of business.

Power and Duties
- The Commission shall be appointed and shall conduct a Charter review at least once every ten (10) years following the effective date of the city’s charter as prescribed by Section 2.08(2) of the City Charter.
- The Commission shall make any Charter amendment recommendations that it deems fit to the Council.
